format-ref="indent-1-1"><Text>enhance the competitiveness of their firms in global markets,</Text></Provision><Provision language-align="no" format-ref="indent-1-1"><Text>foster creativity and innovation, and promote trade in goods and services that are the subject of intellectual property rights,</Text></Provision><Provision language-align="no" format-ref="indent-1-1"><Text>create new employment opportunities and improve working conditions and living standards in their respective territories,</Text></Provision><Provision language-align="no" format-ref="indent-1-1"><Text>undertake each of the preceding in a manner consistent with environmental protection and conservation,</Text></Provision><Provision language-align="no" format-ref="indent-1-1"><Text>preserve their flexibility to safeguard the public welfare,</Text></Provision><Provision language-align="no" format-ref="indent-1-1"><Text>promote sustainable development,</Text></Provision><Provision language-align="no" format-ref="indent-1-1"><Text>strengthen the development and enforcement of environmental laws and regulations, and</Text></Provision><Provision language-align="no" format-ref="indent-1-1"><Text>protect, enhance and enforce basic workers’ rights;</Text></Provision><Provision format-ref="indent-1-0" language-align="no"><Text>WHEREAS the Government of Canada has entered into the Agreement having further resolved to</Text></Provision><Provision language-align="no" format-ref="indent-1-1"><Text>strengthen Canada’s national identity while at the same time protecting vital national characteristics and qualities,</Text></Provision><Provision language-align="no" format-ref="indent-1-1"><Text>establish effective procedures for the review and resolution of disputes in antidumping and countervailing duty cases involving Canada and other NAFTA countries, and</Text></Provision><Provision language-align="no" format-ref="indent-1-1"><Text>strengthen the Canadian economy and Canada’s competitiveness as a trading nation;</Text></Provision><Provision format-ref="indent-1-0" language-align="no"><Text>WHEREAS the Agreement applies generally throughout
