His Excellency the Governor General in Council, on the recommendation of the Treasury Board, pursuant to paragraphs 19(1)(b)* and 19.1(b)* of the Financial Administration Act, is pleased hereby to authorize the Minister of Energy, Mines and Resources to prescribe by order the fees or charges to be paid*S.C. 1991, c. 24, s. 6(a)for a service or the use of a facility provided by the Minister of Energy, Mines and Resources on behalf of Her Majesty in right of Canada, by the users or classes of users of the service or facility; and(b)for a right or privilege conferred by the Minister of Energy, Mines and Resources on behalf of Her Majesty in right of Canada by means of a licence, permit or other authorization, by the persons or classes of persons on whom the right or privilege is conferred.
