22. The Council may make by-laws for the conduct and management of the affairs of the Centre and, without restricting the generality of the foregoing, may make by-laws respecting
(a) the appointment and operation of advisory or other committees referred to in section 16 and the allowances and expenses, if any, to be paid to members of those committees who are not members of the Council;
(b) the employment or engagement and the remuneration, expenses and duties of officers, employees and agents of the Centre;
(c) the procedure in all business at meetings of the Council and of the executive board;
(d) the assignment of any powers and activities of the Centre to the executive board and the manner in which those powers and activities shall be exercised or performed; and
(e) the manner in which briefs and other written representations submitted to the Centre are to be considered.

Marginal note:Status of governors, officers, employees and agents
23. (1) Except as provided in subsections (2) and (3), the Chairman and President, the other governors and officers and the employees and agents of the Centre are not part of the federal public administration.
Marginal note:Superannuation
(2) The President, the other officers and the employees of the Centre shall be deemed to be employed in the public service for the purposes of the Public Service Superannuation Act.
Marginal note:Compensation
(3) The President, the other officers and the employees of the Centre shall be deemed to be employed in the federal public administration for the purposes of the Government Employees Compensation Act and any regulations made under section 9 of the Aeronautics Act.
Marginal note:Application of Public Service Superannuation Act to governors
(4) The Public Service Superannuation Act does not apply to the Chairman or the other governors unless, in the case of any of them, the Governor in Council directs that it shall apply.

Marginal note:Centre deemed registered charity
24. The Centre shall, for the purposes of the Income Tax Act, be deemed to be a registered charity within the meaning of that expression for the purposes of that Act.
