7. The owner, master or agent of a ship that is to depart or make a movage within a compulsory pilotage area shall, in the time set out by the Authority in the Notices to Mariners for that area, give a notice to the nearest Pilot Dispatch Centre or Vessel Traffic Services Centre of the estimated time of departure or movage of the ship.
