152 All persons engaged in the loading, unloading, conveyance, storage, inspection, testing, repair or maintenance of defence explosives shall observe all lawful orders, instructions and due precautions for the prevention of accidents by fire or explosion, and for preventing unauthorized persons having access to the defence explosives so being loaded, unloaded, conveyed, stored, inspected, tested, repaired or maintained, and shall abstain from any act or omission whatever that tends to cause fire or explosion and is not reasonably necessary for the purpose of loading, unloading, storing, inspecting, repairing, testing, maintenance or conveyance of such defence explosives or of any other article carried therewith, and for preventing any other person from committing any such act.
