His Excellency the Governor General in Council, on the recommendation of the Minister of Health, pursuant to section 37 of the Canada Consumer Product Safety ActFootnote a, makes the annexed Tents Regulations.

Interpretation

Marginal note:Definitions

 The following definitions apply in these Regulations.

after-flame time

after-flame time means the length of time a wall and top material, tested in accordance with the procedure set out in section 3 of Schedule 1, continues to flame after the ignition source has been removed. (durée de combustion résiduelle)

CPAI-84

CPAI-84 means the Industrial Fabrics Association International standard CPAI-84, entitled A Specification for Flame-Resistant Materials Used in Camping Tentage (1995 Revision). (norme CPAI-84)

flooring material

flooring material means the fabric or other pliable material that constitutes the floor of a tent. (matériau pour sol)

sample unit

sample unit means

  • (a) in respect of flooring material, four specimens obtained as a result of following the method referred to in paragraphs 2(a) and (b) of Schedule 1; and

  • (b) in respect of wall and top material, eight specimens obtained as a result of following the method referred to in paragraphs 3(a) and (b) of Schedule 1. (unité d’échantillonnage)

tent

tent means a portable shelter made of fabric or other pliable material, such as a camping tent, an ice-fishing tent or a dining shelter, and includes a play tent, but excludes a tent subject to the National Building Code of Canada, 2010, issued by the Canadian Commission on Building and Fire Codes, National Research Council of Canada, a canopy, an awning, a tarpaulin, a tent trailer and an air-supported structure. (tente)

wall and top material

wall and top material means the fabric or other pliable material that constitutes a tent, other than the flooring material. (matériau pour parois et toit)

Specifications

Marginal note:Flooring material

 When a sample unit of flooring material is prepared and tested in accordance with the procedures set out in Schedule 1, none of the specimens of the sample unit is to display any damage within 25 mm of the edge of the hole in the flattening frame.

Marginal note:Wall and top material

 When a sample unit of wall and top material is prepared and tested in accordance with the procedures set out in Schedule 1,

  • (a) none of the specimens of the sample unit is to have an after-flame time that exceeds four seconds and the average after-flame time of those specimens is not to exceed two seconds;

  • (b) the damaged length of each specimen of the sample unit and the average damaged length of those specimens are not to exceed the lengths set out in the table to this section; and

  • (c) none of the specimens of the sample unit is to have any portions that break, or residues that drip, from the specimen and that continue to flame after reaching the floor of the test cabinet.

Labelling

Marginal note:Presentation and information

 A tent must have a label that is permanently affixed to it at a prominent location and that displays in a legible manner

  • (a) the following statement in upper case letters not less than 3 mm in height:

    WARNING: KEEP ALL FLAME AND HEAT SOURCES AWAY FROM THIS TENT FABRIC / MISE EN GARDE : TENIR LE TISSU DE CETTE TENTE LOIN DE TOUTE FLAMME ET DE TOUTE SOURCE DE CHALEUR;

  • (b) the following statement:

    This tent is made of flame-resistant fabric. It is not fireproof. The fabric will burn if left in continuous contact with a flame source. / Cette tente est fabriquée d’un tissu résistant au feu, mais qui n’est pas ininflammable. Ce tissu brûlera s’il est laissé en contact continu avec une source d’inflammation.; and

  • (c) the precautions set out in Schedule 2, or their equivalent, in English and French.
