Order Establishing an Advisory Council to Advise the Minister of Transport on Various Matters concerning the Transportation of Dangerous Goods by Rail in the Toronto Area
The Minister of Transport, pursuant to section 29 of the Transportation of Dangerous Goods ActFootnote *, hereby makes the annexed Order establishing an advisory council to advise the Minister of Transport on various matters concerning the transportation of dangerous goods by rail in the Toronto area.

SHORT TITLE
1. This Order may be cited as the Toronto Area Rail Transportation of Dangerous Goods Advisory Council Order.
INTERPRETATION
2. In this Order,
- “Council”
“Council” means the Toronto Area Rail Transportation of Dangerous Goods Advisory Council established by this Order; (Comité)
- “Minister”
“Minister” means the Minister of Transport; (ministre)
- “Toronto area”
“Toronto area” means the regional municipalities of Durham, Halton, Metropolitan Toronto, Peel and York. (région de Toronto)
ADVISORY COUNCIL
3. An advisory council is hereby established to be called the Toronto Area Rail Transportation of Dangerous Goods Advisory Council consisting of not more than seven members including the chairman.
4. The Council shall serve for a period ending on August 7, 1988.

5. The chairman of the Council shall be appointed by the Minister.
MEETINGS
6. The Council shall meet at such time and place in the Province of Ontario as the chairman requests.
DUTIES OF THE COUNCIL
7. The Council shall
(a) inquire into and report to the Minister on
(i) the feasibility of re-routing rail traffic transporting dangerous goods within the Toronto area,
(ii) the feasibility of relocating rail transportation services carrying dangerous goods within the Toronto area, and
(iii) the feasibility of additional requirements governing the transportation of dangerous goods by rail; and
(b) specifically consider and identify
(i) the direct and indirect economic costs and benefits involved in options for re-routing or relocating rail traffic transporting dangerous goods,
(ii) other costs and benefits associated with such re-routing or relocating in both qualitative and quantitative terms wherever possible,
(iii) the allocation of all costs involved in such re-routing or relocating to those who would assume them,
(iv) the impact on and risk transfers involving communities in the area, shippers or other modes of transportation that may occur as a result of such re-routing or relocating,
(v) the direct and indirect costs and benefits of additional requirements governing the transportation of dangerous goods by rail, and
(vi) methods of proceeding with infrastructure, regulatory or other changes necessary to effect any of the options identified.
REMUNERATION AND DISBURSEMENTS
8. (1) The members of the Council, other than the chairman, shall serve without remuneration for the exercise of their duties under this Order.
(2) The Minister may, in accordance with the Treasury Board Travel Policy, reimburse the members of the Council, including the chairman, for travel and other expenses incurred by them in the course of their duties under this Order.
CONTRACTING OF CONSULTANTS
9. The Minister may, at the request of the Council, enter into contracts for conducting special studies considered necessary by the Council for carrying out its duties.
REPORTING
10. The chairman of the Council shall report to the Minister with respect to work of the Council within six months after the establishment of the Council and thereafter at intervals of six months until the final report is submitted.
