    Whereas, pursuant to subsection 5.5(1)Footnote a of the Aeronautics Act, a copy of the proposed Pickering Airport Site Zoning Regulations, substantially in the annexed form, was published in two successive issues of the Canada Gazette, Part I, on April 12 and April 19, 2003, and in two successive issues of the Toronto Star, on April 14 and April 15, 2003, and L’Express, on April 15 and April 22, 2003, and a reasonable opportunity was thereby afforded to interested persons to make representations to the Minister of Transport with respect to the proposed Regulations;
