Whereas, pursuant to section 5.5 of the Aeronautics Act, a copy of the proposed Regulations respecting zoning at Fort Frances Airport, substantially in the form annexed hereto, was published in two successive issues of the Canada Gazette Part I, on September 30 and October 7, 1995, and in two successive issues of the Fort Frances Times on November 8 and 15, 1995, and a reasonable opportunity was thereby afforded to interested persons to make representations to the Minister of Transport with respect thereto;
