Whereas, pursuant to section 5.5 of the Aeronautics Act, a copy of the proposed Zoning Regulations respecting Spence Bay Airport, substantially in the form set out in the schedule hereto, was published in two successive issues of the Canada Gazette Part I on March 9th and 16th, 1991 and in two successive issues of the News/North on June 24th and July 1st, 1991 and a reasonable opportunity was thereby afforded to interested persons to make representations to the Minister of Transport with respect thereto;
