Whereas, pursuant to section 5.5 of the Aeronautics Act, a copy of the proposed Regulations respecting zoning at Whale Cove Airport substantially in the form set out in the schedule hereto, was published in two successive issues of the Canada Gazette Part I, on March 6th and 13th, 1993, and in two successive issues of the News of the North on March 15th and 22nd, 1993, and a reasonable opportunity was thereby afforded to interested persons to make representations to the Minister of Transport with respect thereto;
