19 Every authorized person who arrives in Canada aboard a commercial highway conveyance operated by a commercial driver and carrying commercial goods that have been previously approved by an officer for release, or who is aboard a private aircraft, corporate aircraft or a marine pleasure craft, and who intends to present themself in an alternative manner shall remain at the place of their arrival in Canada until
(a) the time of arrival that was stated in their advance notification under section 15, 16 or 17, as the case may be; or
(b) an earlier time if an officer authorizes them to leave the place of arrival.
