19 Every authorized person who arrives in Canada aboard a commercial highway conveyance operated by a commercial driver and carrying commercial goods that have been previously approved by an officer for release, or who is aboard a private aircraft, corporate aircraft or a marine pleasure craft, and who intends to present themself in an alternative manner shall remain at the place of their arrival in Canada until

• (a) the time of arrival that was stated in their advance notification under section 15, 16 or 17, as the case may be; or

• (b) an earlier time if an officer authorizes them to leave the place of arrival.
