19 (1) A lender that holds a borrower's guaranteed student loan agreements may, pursuant to a prior written authorization from the Minister, exercise the powers and duties described in subsections 9(3) and (5) and section 17.

(2) Where a lender is authorized in accordance with subsection (1), the Minister shall provide the lender such information as is necessary to enable the lender to act pursuant to that subsection.
