64 (1) Subject to section 21 of the Act, the fee and charge prescribed by these Regulations for the examination, altering or adjusting of a device shall be paid by the owner of the device or by the person in possession of the device.

(2) Where a commodity is examined pursuant to the Act, the fee and charge prescribed by these Regulations for examining the commodity shall be paid by the person who requests the examination.
