74 Where the Minister, the Commissioner, the Chairman or the Vice-Chairman is satisfied, on being presented with medical certificates or other written statements, that a person, by reason of infirmity, illness, insanity or other cause, is incapable of managing that person’s own affairs, a reconsideration referred to in subsection 81(1) of the Act or an appeal referred to in subsection 82(1) or 83(1) of the Act may be made on that person’s behalf by another person or an agency if the Minister, the Commissioner, the Chairman or the Vice-Chairman is also satisfied that the other person or agency is authorized by or pursuant to a law of Canada or of a province to manage that person’s affairs or, where it appears to the Minister, the Commissioner, the Chairman or the Vice-Chairman that there is no other person or agency so authorized, by any other person or agency approved by the Minister, the Commissioner, the Chairman or the Vice-Chairman, as the case may be.
