31 (1) No fishing vessel of a participating state shall fish for shrimp in Division 3NO.

(2) No fishing vessel of a participating state shall fish for shrimp in Division 3L as defined in Article 6 of the NAFO Measures, unless the fishing takes place both

• (a) in the area in which fishing is permitted under paragraph 2 of Article 12 of the NAFO Measures; and

• (b) at a time when fishing is not prohibited by paragraph 1 of Article 12 of the NAFO Measures.
