10.3 (1) A mixed fertilizer that is represented on its label as being a slow release fertilizer consisting of Isobutylidene diurea (I.D.B.U.), urea formaldehyde, urea-form or any other chemical compound having similar slow release properties shall contain at least 25 per cent of the total nitrogen guaranteed present in the water-insoluble form.

(2) Where a representation is made in respect of the performance of a controlled release fertilizer, other than a fertilizer referred to in subsection (1), and the representation is on the label, the person who packaged the product shall provide the President of the Agency with the results of the field performance test of the product.
