5 No person in Canada and no Canadian outside Canada shall knowingly import, buy or procure any of the following items, wherever situated, from any person in the Democratic People’s Republic of Korea or any citizen of the Democratic People’s Republic of Korea:
(a) arms and related material; or
(b) resources contributing to the Democratic People’s Republic of Korea’s weapons programme.
