39 No person shall sell any intoxicating beverage in a Park unless he has obtained a licence for such a sale under the National Parks Businesses RegulationsFootnote ^* and the sale

• (a) is in accordance with the laws of the province in which the Park is situated; and

• (b) has been approved by the superintendent.
