36.4 (1) For the purposes of subsection 77.12(1) of the Act, the manner by which notice of the intention to make an application or appeal is given to every person to whom notice of the definitive decision was sent by the Commissioner or every person that appeared in the proceedings before the Tribunal, as the case may be, shall be in writing.
