40.1 A person who files a notice of intervention referred to in rule 39 or 40 shall specify

• (a) the nature of their interest in the appeal;

• (b) the reason why their intervention is necessary;

• (c) how the person may assist the Tribunal in the resolution of the appeal; and

• (d) any other relevant matters.
