103.1 No person who is the master of a fishing vessel shall land or permit to be landed from the fishing vessel any tuna unless

• (a) the tuna is inspected by a fishery officer at the time of landing; or

• (b) where no fishery officer is present to inspect the tuna, the master of the fishing vessel obtains permission from a fishery officer or representative of the Department to land the tuna.
