Definition of government
(2) In subsection (1), government means
(b) any of the following or its institutions:
(iv) the government of a foreign state or of a subdivision of a foreign state, and
3 In this Act,
state-owned enterprise means
(a) the government of a foreign state, whether federal, state or local, or an agency of such a government;
69 (1) Information obtained in the administration of this Act may be disclosed
(e) under an agreement or arrangement between the Government of Canada or any of its institutions and any other government in Canada, the government of a foreign state or an international organization or any of its institutions, or between the Minister and any other minister of the Crown in right of Canada, if
(f) under an agreement or arrangement between the Government of Canada and the government of a foreign state or an international organization, if the government or organization undertakes to keep the information confidential.
(2) The Minister of the Environment and the Minister of Foreign Affairs may, after consultation with the federal Minister and the responsible Minister, enter into an agreement referred to in paragraph (1)(b) if the authority is a government of a foreign state or of a subdivision of a foreign state, or any institution of such a government, or an international organization of states or any institution of such an organization.
2 The following definitions apply in this Act.
government means any of the following or their institutions:
(e) a government of a foreign state or of a subdivision of a foreign state; or
