An Act relating to the forgiveness of debts incurred or assumed in respect of certain official development assistance loans made by the Government of Canada to the governments of certain countries in sub-Saharan Africa

Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

Marginal note:Short title

1 This Act may be cited as the Forgiveness of Debts (sub-Saharan Africa) Act.

Marginal note:Forgiveness of debts

2 The official development assistance debts owing by the governments of certain countries in sub-Saharan Africa to the Government of Canada under the loan agreements entered into between those governments and referred to in the schedule are hereby forgiven.

Marginal note:Deletion from the accounts of Canada

3 The amount outstanding as recorded in the accounts of Canada in respect of the debts forgiven by section 2 is hereby written off as a budgetary expenditure and deleted from those accounts.

Footnote *4 This Act shall come into force on a day to be fixed by order of the Governor in Council.

Republic of Cameroon

  • 1 Twelve loan agreements entered into between the Government of the Republic of Cameroon and the Government of Canada and dated May 17, 1974, October 2, 1974, August 21, 1975, January 29, 1976, June 10, 1977, May 26, 1978, July 30, 1979, October 15, 1981, November 8, 1983, February 29, 1984, February 29, 1984 and October 4, 1984, respectively.

People’s Republic of the Congo

  • 2 Two loan agreements entered into between the Government of the People’s Republic of the Congo and the Government of Canada and dated December 29, 1973 and November 30, 1974, respectively.

Republic of the Ivory Coast

  • 3 Eleven loan agreements entered into between the Government of the Republic of the Ivory Coast and the Government of Canada and dated May 2, 1970, May 10, 1972, January 22, 1974, April 24, 1976, June 16, 1977, June 16, 1977, November 23, 1977, November 23, 1977, January 1, 1981, January 26, 1981 and September 12, 1984, respectively.

Gabonese Republic

  • 4 Four loan agreements entered into between the Government of the Gabonese Republic and the Government of Canada and dated July 16, 1982, April 15, 1983, April 15, 1983 and April 17, 1985, respectively.

Republic of Ghana

  • 5 Fourteen loan agreements entered into between the Government of the Republic of Ghana and the Government of Canada and dated July 24, 1969, July 24, 1969, June 22, 1971, July 17, 1971, September 24, 1971, May 31, 1972, May 31, 1973, July 23, 1973, December 6, 1974, January 24, 1975, January 24, 1975, November 30, 1976, January 10, 1977 and November 17, 1981, respectively.

Republic of Kenya

  • 6 Ten loan agreements entered into between the Government of the Republic of Kenya and the Government of Canada and dated October 22, 1969, July 18, 1972, December 20, 1973, November 12, 1974, November 29, 1974, December 10, 1974, March 17, 1977, May 9, 1979, May 9, 1979 and November 17, 1982, respectively.

Democratic Republic of Madagascar

  • 7 Loan agreement entered into between the Government of the Democratic Republic of Madagascar and the Government of Canada and dated May 23, 1977.

Federal Republic of Nigeria

  • 8 Eight loan agreements entered into between the Government of the Federal Republic of Nigeria and the Government of Canada and dated November 5, 1965, April 4, 1967, October 15, 1968, March 11, 1971, May 4, 1972, May 4, 1972, December 8, 1972 and January 28, 1974, respectively.

Republic of Senegal

  • 9 Six loan agreements entered into between the Government of the Republic of Senegal and the Government of Canada and dated July 12, 1972, July 12, 1972, June 15, 1973, February 21, 1975, March 14, 1978 and January 28, 1981, respectively.

Kingdom of Swaziland

  • 10 Loan agreement entered into between the Government of the Kingdom of Swaziland and the Government of Canada and dated November 30, 1976.

Republic of Zaire

  • 11 Seven loan agreements entered into between the Government of the Republic of Zaire and the Government of Canada and dated July 19, 1971, September 9, 1972, June 19, 1973, June 11, 1974, July 29, 1977, November 11, 1977 and September 24, 1982, respectively.

Republic of Zambia

  • 12 Seven loan agreements entered into between the Government of the Republic of Zambia and the Government of Canada and dated November 11, 1970, July 5, 1973, December 11, 1973, November 5, 1975, September 13, 1978, December 11, 1978 and December 11, 1978, respectively.

Republic of Zimbabwe

  • 13 Four loan agreements entered into between the Government of the Republic of Zimbabwe and the Government of Canada and dated May 5, 1981, January 11, 1982, February 11, 1982 and February 4, 1985, respectively.
