Regulations Respecting Zoning at Regina Airport
Short Title
1 These Regulations may be cited as the Regina Airport Zoning Regulations.
Interpretation
2 In these Regulations,
- airport
airport means Regina Airport, in the Province of Saskatchewan; (aéroport)
- airport reference point
airport reference point means the point described in Part I of the schedule; (point de repère de l’aéroport)
- approach surface
approach surface means an imaginary inclined plane the lower end of which is a horizontal line at right angles to the centre line of a strip and passing through a point at the strip end on the centre line of the strip; (surface d’approche)
- horizontal surface
horizontal surface means an imaginary horizontal plane centering on and located 150 feet above the assigned elevation of the airport reference point; (surface horizontale)
- Minister
Minister means the Minister of Transport; (ministre)
- strip
strip means a rectangular portion of the landing area of the airport, 1,200 feet in width, including the runway, especially prepared for the take-off and landing of aircraft in a particular direction; (bande)
- transitional surface
transitional surface means an imaginary inclined plane extending upward and outward from the outer lateral limits of a strip and its approach surface to an intersection with the horizontal surface or other transitional surfaces. (surface de transition)

3 For the purposes of these Regulations, the airport reference point is deemed to be 1,893 feet above sea level.
Application
4 These Regulations apply to all the lands, including public road allowances, adjacent to or in the vicinity of the airport, that consist of
(a) the lands within, and
(b) the lands directly under that portion of an approach surface that extends beyond
the outer limits described in paragraph 5(a).

General
5 No person shall erect or construct, on any land to which these Regulations apply, any building, structure or object or any addition to any existing building, structure or object, the highest point of which will exceed in elevation at the location of the highest point any of the surfaces hereinafter set out that project immediately over and above the surface of the land at that location, namely,
(a) horizontal surface, the outer limits of which may be described as follows:
COMMENCING at the intersection of the southerly boundary of Fourth (4th) Avenue and the westerly boundary of Albert Street in the City of Regina in the Province of Saskatchewan;
THENCE southerly along the said westerly boundary of Albert Street to the northerly boundary of Lot A, Block 455, Plan No. Old 33 as amended by Master of Titles Order No. G.A. 2871;
THENCE westerly along the said northerly boundary of Lot A, Block 455 to the westerly boundary thereof;
THENCE southerly along the said westerly boundary of Lot A, Block 455 to the southerly boundary thereof;
THENCE easterly along the said southerly boundary of Lot A, Block 455 to the westerly boundary of Albert Street;
THENCE southerly along the said westerly boundary of Albert Street to the southerly High Water Mark of Wascana Lake;
THENCE southerly and easterly along the said High Water Mark to the westerly boundary of Broad Street as shown on Plan B.X. 7109;
THENCE southerly along the said westerly boundary of Broad Street to the northerly boundary of Twenty-third (23rd) Avenue and the westerly production thereof to the westerly boundary of Albert Street;
THENCE southerly along the said westerly boundary of Albert Street and the south-westerly production thereof to the southerly boundary of Section One (1), Township Seventeen (17), Range Twenty (20), West of the Second (2nd) Meridian;
THENCE westerly along the southerly boundary of Sections One (1), Two (2), Three (3) and the south-east Quarter of Section Four (4) to the westerly boundary of the said south-east Quarter of Section Four (4);
THENCE northerly along the said westerly boundary of the south-east Quarter of Section Four (4) to the southerly boundary of Legal Subdivision Six (6) of the said Section Four (4);
THENCE westerly along the southerly boundary of Legal Subdivisions Six (6) and Five (5) respectively of the said Section Four (4) and the westerly production thereof to the easterly boundary of Section Five (5);
THENCE northerly along the said easterly boundary of Section Five (5) to the southerly boundary of Legal Subdivision Nine (9), of the said Section Five (5);
THENCE westerly along the said southerly boundary of Legal Subdivision Nine (9) to the westerly boundary thereof;
THENCE northerly along the westerly boundary of Legal Subdivisions Nine (9) and Sixteen (16) respectively of the said Section Five (5) to the southerly boundary of the south-east Quarter of Section Eight (8);
THENCE westerly along the said southerly boundary of the south-east Quarter of Section Eight (8) to the westerly boundary thereof;
THENCE northerly along the said westerly boundary of the south-east Quarter of Section Eight (8) to the northerly boundary thereof;

THENCE easterly along the said northerly boundary of Legal Subdivision Three (3), Section Twenty (20) to the easterly boundary thereof;
THENCE northerly along the westerly boundary of the east half of the said Section Twenty (20) to the northerly boundary of Legal Subdivision Ten (10) of the said Section Twenty (20);
THENCE easterly along the northerly boundary of the said Legal Subdivision Ten (10) to the easterly boundary thereof;
THENCE northerly along the westerly boundary of Legal Subdivision Sixteen (16) of the said Section Twenty (20) to the northerly boundary thereof;
THENCE easterly along the said northerly boundary of Legal Subdivision Sixteen (16), Section Twenty (20) and the easterly production thereof to the north-west corner of Section Twenty-one (21);
THENCE northerly along the westerly boundary of the south-west Quarter of Section Twenty-eight (28) to the northerly boundary thereof;
THENCE easterly along the said northerly boundary of the southwest Quarter of Section Twenty-eight (28) to the easterly boundary thereof;
THENCE northerly along the westerly boundary of Legal Subdivision Ten (10) of the said Section Twenty-eight (28) to the northerly boundary thereof;
THENCE easterly along the northerly boundary of Legal Subdivisions Ten (10) and Nine (9) respectively of the said Section Twenty-eight (28) and the easterly production thereof to the easterly boundary of Courtney Street;
THENCE northerly along the said easterly boundary of Courtney Street to the southerly boundary of Ritter Avenue;
THENCE easterly along the said southerly boundary of Ritter Avenue to an intersection with the southerly production of the easterly boundary of Straub Crescent;
THENCE easterly along a straight line to the most northerly corner of Lot Thirty-five (35), Block Thirty-nine (39), Plan 65-R-31034;
THENCE southeasterly along the northeasterly boundary of the said Lot Thirty-five (35) to the westerly boundary of Krauss Street;
THENCE northerly along the said westerly boundary of Krauss Street to the southerly boundary of Mikkelson Drive;
THENCE easterly along the southerly boundaries of Mikkelson Drive and Second (2nd) Avenue respectively to the westerly boundary of Grey Street;
THENCE southerly along the said westerly boundary of Grey Street and the southerly production thereof to the southerly boundary of Fourth (4th) Avenue;
THENCE easterly along the said southerly boundary of Fourth (4th) Avenue to the westerly boundary of Pasqua Street;
THENCE southerly along the said westerly boundary of Pasqua Street to an intersection with the westerly production of the southerly boundary of Fifth (5th) Avenue;
THENCE easterly along the said westerly production of the southerly boundary of Fifth (5th) Avenue and continuing easterly along the said southerly boundary of Fifth (5th) Avenue to the easterly boundary of Elphinstone Street;
THENCE northerly along the said easterly boundary of Elphinstone Street to the southerly boundary of Fourth (4th) Avenue;
THENCE easterly along the said southerly boundary of Fourth (4th) Avenue to the westerly boundary of Albert Street being the point of commencement;
(b) the approach surfaces abutting each end of the strip designated as 07-25 and the strip designated as 12-30 and extending outward therefrom, the dimensions of which approach surfaces are six hundred (600) feet on each side of the centre line of the strip at the strip ends and seven thousand six hundred (7,600) feet on each side of the projected centre line of the strip at the outer ends, the said outer ends being one thousand (1,000) feet measured vertically above the elevation, and measured horizontally fifty thousand (50,000) feet from the strip ends, and
(c) each transitional surface is a surface consisting of an inclined plane rising at a ratio of one (1) foot measured vertically to seven (7) feet measured horizontally at right angles to the centre line and centre line produced of each strip extending upward and outward from the lateral limits of each strip and its approach surfaces to an intersection, with the horizontal surface or another transitional surface of an adjoining strip
as shown on Regina Airport Zoning Plan E.1746 dated June 9, 1983.

Natural Growth
6 Where an object of natural growth on any land to which these Regulations apply exceeds in elevation any of the surfaces referred to in paragraphs 5(a) to (c), the Minister may make a direction that the owner or occupier of the land on which that object is growing remove the excessive growth.

Disposal of Waste
7 No owner or occupier of any land to which these Regulations apply shall permit such land or any part of it to be used for the disposal of any waste that is edible by or attractive to birds.

PART IAirport Reference Point
Premising that the bearings hereinafter mentioned are astronomical and are referred to the centre line of strip 07-25 of the Regina Airport, Regina, Saskatchewan as North eighty-nine degrees fifty-nine minutes fifteen seconds East (N. 89°59′15″ E.):
COMMENCING at the Northeast corner of Section Nine (9), Township Seventeen (17), Range Twenty (20), West of the Second (2nd) Meridian; THENCE, Northerly along the Easterly boundary of Section Sixteen (16) a distance of one thousand one hundred eighty and one tenth feet (1,180.1′) more or less to an intersection with the Westerly production of the centre line of the strip 07-25 of Regina Airport; THENCE, North eighty-nine degrees fifty-nine minutes fifteen seconds East (N. 89°59′15″ E.) along the said Westerly production of the centre line of strip 07-25 for a distance of three thousand four hundred fifty-two and eight tenths feet (3,452.8′) to a point; THENCE, North forty-five seconds West (N. 0°00′45″ W.) a distance of seven hundred and fifty feet (750.0′) to a point.
