22 (1) Subject to subsection (2), every person, while engaged in fishing, shall have in their possession and, on the request of a fishery officer or fishery guardian, shall immediately produce, as the case may be,

(b) their valid student card and the licence of the person under which they are fishing, if they are fishing under subparagraph 5(3)(b)(i) or (ii); or
(3) A person may fish under the licence of a licence holder or without a licence if the person fishes under the supervision of a holder of the appropriate licence and
(b) is between 18 and 24 years of age, holds a valid student card and
(3) A person may fish under the licence of a licence holder, or without a licence when the person fishes under the supervision of a holder of the appropriate licence, if the person
