78 The Governor in Council may make regulations respecting the Minister’s power to enter into arrangements under section 77, including regulations

• (a) respecting how they are to be entered into;

• (b) respecting the circumstances under which they may be entered into;

• (c) respecting their contents; and

• (d) varying or excluding any provision of this Act or a regulation made under it as that provision applies to the subject matter of the arrangement.
