Footnote ^*3 The Minister of Foreign Affairs, in consultation with the Minister of Finance, may, for the purpose of promoting the social and economic development of developing countries, provide financial assistance to an institution by way of

• (a) direct payments to the institution;

• (b) the issuance to the institution of non-interest bearing, non-negotiable demand notes in a form determined by the Minister of Finance; and

• (c) the purchase on behalf of Her Majesty in right of Canada of shares of the institution.
