11 No person shall operate a motor vehicle on a highway unless

• (a) the person holds all licences, permits and certificates required to operate the motor vehicle by the laws of the province in which the highway is situated;

• (b) the motor vehicle is registered and equipped in accordance with the laws of the province in which the highway is situated; and

• (c) the person wears the equipment required to operate the motor vehicle by the laws of the province in which the highway is situated.
