Order Placing Members of the Canadian Forces on Active Service (Arabian Peninsula)

Whereas on August 2, 1990, Iraq invaded Kuwait without justification;

Whereas the Security Council of the United Nations, by Resolution 661 of August 6, 1990, imposed economic sanctions on Iraq under Chapter VII of the Charter of the United Nations;

Whereas the Security Council of the United Nations, by Resolution 665 of August 25, 1990, called on Canada and the other member States that are deploying maritime forces to the Arabian Peninsula area to use such measures as may be necessary, commensurate with the specific circumstances, under the authority of the Security Council of the United Nations, to halt all inward and outward maritime shipping in the area in order to inspect and verify its cargos and destinations and to ensure strict implementation of the provisions related to that shipping laid down in Resolution 661;

And Whereas it appears advisable for Canada to participate in any action pursuant to Resolutions 661 and 665, and to take such other actions as may be appropriate under the Charter of the United Nations;

Therefore, His Excellency the Governor General in Council, on the recommendation of the Minister of National Defence, pursuant to paragraph 31(1)(b)Footnote * of the National Defence Act, is pleased hereby to place on active service beyond Canada those

  • (a) officers and non-commissioned members of the regular force of the Canadian Forces, and

  • (b) officers and non-commissioned members of the reserve force of the Canadian Forces

who are part of, or serve in immediate support of, the multi-national military effort in and around the Arabian Peninsula.
