Tariff of Fees, Costs, Allowances and Expenses for Special Returning Officers and Other Persons Employed at or with Respect to a Referendum Under the Special Voting Rules

His Excellency the Governor General in Council, on the recommendation of the President of the Privy Council, pursuant to subsection 11(1) of the Special Voting Rules (Schedule II to the Canada Elections Act), as adapted by regulations made by the Chief Electoral Officer on July 14, 1992Footnote * pursuant to section 7 of the Referendum ActFootnote **, and subsection 12(2) of the Special Voting Rules (Schedule II to the Canada Elections Act) as that provision applies pursuant to subsection 7(1) of the Referendum ActFootnote **, is pleased hereby to make the annexed Tariff of fees, costs, allowances and expenses for special returning officers and other persons employed at or with respect to a referendum under the Special Voting Rules.

Short Title

 This Tariff may be cited as the Special Voting Rules Referendum Fees Tariff.

General

 The fees, costs, allowances and expenses set out in the schedule shall be paid to special returning officers, chief assistants, scrutineers and clerical assistants employed at or with respect to a referendum under the Special Voting Rules.

SCHEDULE(Section 2)Fees, Costs, Allowances and Expenses Payable to Referendum Officers

Special Returning Officers
During a Referendum
  • 1 Each special returning officer shall be paid, for all services performed by the special returning officer during a referendum, blank line

Special Assignments
  • 2 Where at any time the Chief Electoral Officer requests a special returning officer to carry out a special assignment, the officer shall be paid

a) a fee for all services performed in connection with that assignment, per hour, of blank line27.67
b) for living expenses in connection with the services referred to in paragraph (a) blank linethe allowances established by the Treasury Board Travel Directive, at the rates in effect at the time the services are performed
Information Sessions on Referendum Matters
  • 3 Where the Chief Electoral Officer requests that a special returning officer attend a training session or a referendum debriefing session, the officer shall be paid

a) for each day of attendance at a training session blank line$175.00
b) for each day of attendance at a referendum debriefing session blank line225.00
c) for meals and incidental expenses at the place where the session is held if that place is not the place of residence of the officer blank linethe allowances established by the Treasury Board Travel Directive, at the rates in effect at the time of attendance
Chief Assistants
During a Referendum
  • 4 Each chief assistant shall be paid, for all services performed by the chief assistant during a referendum, blank line

Special Assignments
  • 5 Where at any time the Chief Electoral Officer requests a chief assistant to carry out a special assignment, the chief assistant shall be paid

a) a fee for all services performed in connection with that assignment, per hour, of blank line$20.75
b) for living expenses in connection with the services referred to in paragraph (a) blank linethe allowances established by the Treasury Board Travel Directive, at the rates in effect at the time the services are performed
Information Sessions on Referendum Matters
  • 6 Where the Chief Electoral Officer requests that a chief assistant attend a training session or a referendum debriefing session, the chief assistant shall be paid

a) for each day of attendance at a training session blank line$175.00

Scrutineers
  • 7 Each scrutineer shall be paid, for all services performed by the scrutineer during a referendum, blank line

$77.80 per day, not to exceed $1,478.20 in the aggregate
Clerical Assistants
  • 8 Each clerical assistant shall be paid, for all services performed by the clerical assistant during a referendum, blank line

$62.50 per day
Living Allowances
  • 9 In the voting territories referred to in subsections 5(1) and (2) of the Special Voting Rules, the special returning officers, chief assistants and scrutineers shall be paid, for meals and incidental expenses in respect of necessary travel away from their place of residence in connection with the conduct of a referendum, blank line

the allowances established by the Treasury Board Travel Directive, at the rates in effect on the day of the issue of the writ
