Special Economic Measures (Venezuela) Regulations

2 A person whose name is listed in the schedule is a person who is in Venezuela, or is or was a national of Venezuela who does not ordinarily reside in Canada, and in respect of whom the Governor in Council, on the recommendation of the Minister, is satisfied that there are reasonable grounds to believe is

• (a) a person who has engaged in activities that directly or indirectly undermine the peace, security or stability of Venezuela or the integrity of its democratic institutions;

• (a.1) a person who has engaged in activities that directly or indirectly contribute to or support gross and systematic human rights violations in Venezuela;

• (a.2) a person who has engaged in activities that directly or indirectly contribute to acts of significant corruption in Venezuela;

• (b) a current or former senior official in the Government of Venezuela;

• (c) a current or former member of the Constituent National Assembly of Venezuela;

• (d) an associate or family member of a person referred to in any of paragraphs (a) to (c);

• (e) an entity owned — or held or controlled, directly or indirectly — by a person referred to in any of paragraphs (a) to (d); or

• (f) a current or former senior official of an entity referred to in paragraph (e).
