3 For the purpose of interpreting a document incorporated by reference into these Regulations,

• (a) “should” is to be read as “must”;

• (b) “Administration” is to be read as “Minister”;

• (c) “Company” is to be read as “ship manager”;

• (d) “ship” is to be read as “vessel”; and

• (e) “rules” and “regulations” are to be read as “regulations made under the Act”.
