2 In these Regulations, special issue means the issue of Part II of the Canada Gazette to be published in conjunction with the Consolidated Regulations of Canada, 1978, on the order of the Clerk of the Privy Council, made pursuant to section 13 of the Statutory Instruments Regulations.
