PART IDescription of the Airport Reference Point
The airport reference point is a point at the intersection of a line drawn parallel to and distant 500 feet measured southwesterly at right angles from the centre line of runway 12R-30L and a line drawn parallel to and distant 500 feet measured northwesterly at right angles from the centre line of runway 04-22.
PART IIDescription of Outer Limits of Lands
The following described boundaries are the outer limits of lands:
COMMENCING at the intersection of the water’s edge of the west bank of the Red River with the southwestern boundary of River Lot 48 in the Parish of St. Pauls; THENCE northwesterly along the said southwestern boundary of River Lot 48 to the southwestern corner thereof; THENCE northwesterly in a straight line across the allowance for road between the River Lots and the lots in the Outer Two Miles, in the said Parish of St. Pauls to the southeastern corner of Lot 48 in the said Outer Two Miles; THENCE northerly along the eastern boundary of Lots 48, 49, 50, 51 and 52 in the said Outer Two Miles to the southeastern corner of Lot 53 in the said Outer Two Miles; THENCE northwesterly along the southwestern boundary of the said Lot 53 to the intersection thereof with the northwestern boundary of the lands as shown on a plan of survey filed in the Winnipeg Land Titles Office as Plan Number 3174; THENCE northeasterly along the said northwestern boundary of the said Plan Number 3174 across Lots 53, 54, 55, 56, 57, 58 and 59 in the Outer Two Miles in the said Parish of St. Pauls to the intersection thereof with the southwestern limit of the government road allowance as established between the said Parish of St. Pauls and the Parish of St. Andrews; THENCE northeasterly in a straight line across the said government road allowance to the intersection of the northeastern limit of the said road allowance with the northwestern boundary of the lands as shown on a plan of survey filed in the Winnipeg Land Titles Office as Plan Number 3163; THENCE northeasterly along the northwestern boundary of the said Plan Number 3163 across Lots 1, 2, 3, 4, 5 and part of Lot 6 in the Outer Two Miles in the said Parish of St. Andrews to the intersection thereof with the northeastern boundary of the lands as shown on a plan of survey filed in the said Land Titles Office as Plan Number 8696; THENCE northwesterly and northerly along the northeastern and eastern boundary of the said Plan Number 8696 across Lots 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16 and 17 to the intersection thereof with the south limit of the Four Mile Road between the Parish of St. Andrews and Township 13, Range 3 east of the Principal Meridian; THENCE easterly and northerly along the several south and east limits of the said road following its courses to the intersection of the south limit of the said road with the northeastern boundary of Lot 62 in the Outer Two Miles of the said Parish of St. Andrews; THENCE southeasterly along the said northeastern boundary to the intersection thereof with the northwestern boundary of the said Plan Number 3163; THENCE northeasterly along the said northwestern boundary to the intersection thereof with the northeastern boundary of Lot 69 in the said Outer Two Miles; THENCE southeasterly along the said northeastern boundary to the most easterly corner of the said lot; THENCE southeasterly in a straight line across the Two Mile Road to the most northerly corner of River Lot 69; THENCE southeasterly along the northeastern boundary of the said River Lot 69 to the intersection thereof with the southeastern limit of a road as shown on a plan of survey filed in the said Land Titles Office as Plan Number 3404; THENCE southwesterly and southerly along the southeastern and eastern limit of the said road as shown on the said Plan No. 3404 to the intersection thereof with the northeastern boundary of River Lot 62; THENCE southeasterly along the northeastern boundary of the said River Lot 62 to the intersection thereof with the northern limit of River Road as shown on a plan of survey filed in the said Land Titles Office as Plan Number 8374; THENCE southerly in a straight line across the said River Road and continuing across the Red River to the intersection of the northeastern boundary of River Lot 215 in the said Parish of St. Andrews with the water’s edge on the south shore of the said river; THENCE southeasterly along the northeastern boundary of the said Lot 215 to the intersection thereof with the northwestern limit of a road as shown on a plan of survey filed in the said Land Titles Office as Plan Number 3136; THENCE southwesterly along the said northwestern limit across Lots 215, 216, 217, 218, 219, 220 and 221 to the intersection thereof with the northeastern boundary of River Lot 222; THENCE southeasterly along the said northeastern boundary of River Lot 222 to the intersection thereof with the northwestern limit of Canadian National Railway right-of-way as shown on a plan of survey filed in the said Land Titles Office as Plan Number 1717; THENCE southwesterly along the said northwestern limit of said Plan 1717 to an intersection with a line drawn parallel to and forty (40) feet distant northeast from the southwesterly boundary of River Lot 281; THENCE southwesterly in a straight line to the intersection of the southwesterly boundary of River Lot 281 and the northwesterly boundary of the Canadian National Railway right-of-way as shown on a plan of survey in the said Land Titles Office as Plan Number 1698; THENCE southwesterly along the said northwesterly boundary of the said plan across River Lots 282 to 288 both inclusive of said Parish of St. Andrews, and continuing along the said boundary across River Lots 60 to 70, both inclusive of the Parish of St. Pauls and across the intervening roadway in River Lot 64 of said Parish of St. Pauls to the intersection thereof with the southwestern boundary of River Lot 70 of said Parish of St. Pauls; THENCE northwesterly along the said southwestern boundary to the intersection thereof with the water’s edge on the east shore of the Red River; THENCE westerly in a straight line across the said river to the intersection of the northeastern boundary of River Lot 50 with the water’s edge of the west shore of the said river; THENCE southerly along the water’s edge of the said west shore in front of River Lots 50, 49 and 48 to the point of commencement, which outer limits of land are shown outlined in yellow on Department of Transport Plan No. E.1539.
PART IIIDescription of Approach Surfaces
The approach surfaces, shown outlined in blue on Department of Transport Plan E.1539, are surfaces abutting each end of the strips associated with the runways designated 04-22, 12R-30L, 18R-36L, 12L-30R and 18L-36R, and are described as follows:
(a) a surface abutting the end of the strip associated with runway approach 04,
(b) a surface abutting the end of the strip associated with runway approach 22,
(c) a surface abutting the end of the strip associated with runway approach 12R,
(d) a surface abutting the end of the strip associated with runway approach 30L,
(e) a surface abutting the end of the strip associated with runway approach 18R,
(f) a surface abutting the end of the strip associated with runway approach 36L,
consisting of an inclined plane having a ratio of one foot measured vertically to 50 feet measured horizontally rising to an imaginary horizontal line drawn at right angles to the projected centre line of the strip, 200 feet measured vertically above the elevation at the end of the strip, and 10,000 feet measured horizontally from the end of the strip, the outer ends of the imaginary horizontal line being 2,000 feet from the projected centre line, and
(g) a surface abutting the end of the strip associated with runway approach 12L,
(h) a surface abutting the end of the strip associated with runway approach 30R,
(i) a surface abutting the end of the strip associated with runway approach 18L,
(j) a surface abutting the end of the strip associated with runway approach 36R,
consisting of an inclined plane having a ratio of one foot measured vertically to 40 feet measured horizontally rising to an imaginary horizontal line drawn at right angles to the projected centre line of the strip, 207.5 feet measured vertically above the elevation at the end of the strip, and 8,300 feet measured horizontally from the end of the strip, the outer ends of the imaginary horizontal line being 955 feet from the projected centre line.
PART IVDescription of the Outer Surface
The outer surface, shown outlined in yellow on Department of Transport Plan E.1539, is an imaginary surface located at a common plane established at a constant elevation of 150 feet above the assigned elevation of the airport reference point except where that common plane is less than 30 feet above the surface of the ground, the imaginary surface is located at 30 feet above the surface of the ground.
PART VDescription of the Strips
The strips, shown on Department of Transport Plan E.1539, are described as follows:
(a) the strip associated with runway 04-22 is 1,000 feet in width, 500 feet being on each side of the centre line of the runway and 5,500 feet in length;
(b) the strip associated with runway 12R-30L is 1,000 feet in width, 500 feet being on each side of the centre line of the runway and 3,400 feet in length;
(c) the strip associated with runway 18R-36L is 1,000 feet in width, 500 feet being on each side of the centre line of the runway and 5,100 feet in length;
(d) the strip associated with runway 12L-30R is 250 feet in width, 125 feet being on each side of the centre line of the runway and 3,200 feet in length;
(e) the strip associated with runway 18L-36R is 250 feet in width, 125 feet being on each side of the centre line of the runway and 3,150 feet in length.
PART VIDescription of Each Transitional Surface
Each transitional surface, shown outlined in red on Department of Transport Plan E.1539,
(a) associated with runways 04-22, 12R-30L and 18R-36L is a surface consisting of an inclined plane rising at a ratio of one foot measured vertically to seven feet measured horizontally at right angles to the centre line and centre line produced of each strip and extending upward from the lateral limits of each strip and its approach surface to an intersection with the outer surface or another transitional surface of an adjoining strip; and
(b) associated with runways 12L-30R and 18L-36R is a surface consisting of an inclined plane rising at a ratio of one foot measured vertically to five feet measured horizontally at right angles to the centre line and centre line produced of each strip and extending upward from the lateral limits of each strip and its approach surface to an intersection with the outer surface or another transitional surface of an adjoining strip.
