45.1 (1) No person who is the master of a fishing vessel shall land or permit to be landed from the vessel, at a port in Herring Fishing Areas 13 to 22 or onto a foreign fishing vessel, herring caught by means of mobile gear unless
(a) the herring is inspected by a fishery officer before it is landed; or
(b) where no fishery officer is available to inspect the herring, the master of the vessel obtains permission from a fishery officer to land the herring.
(2) Every person who is the master of a fishing vessel who lands from the vessel, at a port in Herring Fishing Areas 13 to 22 or onto a foreign fishing vessel, herring caught by means of mobile gear shall
(a) at the time the herring is landed, accurately determine the weight of the herring using scales or a volume measure having weight graduations;
(b) immediately and clearly enter into a record the weight of the herring referred to in paragraph (a); and
(c) keep on board the vessel for one year the record referred to in paragraph (b).
