147 The review of the case of an offender who is serving a sentence of life imprisonment imposed as a minimum punishment or commuted from a sentence of death or a sentence of detention for an indeterminate period shall be made by a panel that consists of at least two members of the Board, where the case involves making a decision respecting

• (a) granting parole to the offender; or

• (b) the authorization of an unescorted temporary absence.
