Order Transferring Certain Portions of the Department of Human Resources Development to the Department of Human Resources and Skills Development

Her Excellency the Governor General in Council, on the recommendation of the Prime Minister, pursuant to paragraph 2(a) of the Public Service Rearrangement and Transfer of Duties Act, hereby transfers
(a) from the Department of Human Resources Development to the Department of Human Resources and Skills Development the control and supervision of the following portions of the Department of Human Resources Development:
(i) the Human Investment Programs Branch, except
(A) those portions associated with the Social Development Partnership Program,
(B) the Office for Disability Issues, and
(C) those portions involving the Canada Student Loans Program call centres and web-services,
(ii) the Employment Programs Branch, except those portions that administer employment programs for persons with disabilities,
(iii) the Insurance Programs Branch, except those portions related to
(A) activities related to the streamlining and automation of services and benefits processing, including Modernizing Services for Canadians and Government on Line,
(B) the Social Insurance Number and Social Insurance Register operations, and
(C) channel management activities related to call centres and web-services,
(iv) those portions of the Strategic Policy Branch related to labour market policy and learning policy,
(v) the National Secretariat for Homelessness, and
(vi) all in-person services functions related to the programs and services of the Department of Human Resources Development, and
(b) from the Minister of Human Resources Development to be styled Minister of Social Development to the Minister of State to be styled Minister of Human Resources and Skills Development the powers, duties and functions relating to
(i) the employment insurance boards of referees established under Part VI of the Employment Insurance ActFootnote a, conferred upon the Minister of Human Resources under that Act, and

(ii) the Canada Employment Insurance Commission conferred upon the Minister of Human Resources Development under the Employment Insurance ActFootnote a and the Department of Human Resources Development ActFootnote b,
